In the first place, the main producers of clone golf clubs are true golf companies in their own rights. Take titanium drivers for example. The maximum volume allowed under the rules of golf is 460 cc for the club to be conforming. It's not sufficient for a maker to claim their drivers are under 460 cc. The game's governing bodies have to confirm they aren't. If they are under the limit, they go on the Conforming Driver lists. If they are bigger then the allowed maximum, they are listed on the Non-Conforming Driver lists.
Quick point to note here. Some suppliers of second-rate knock-offs trumpet their drivers as being conforming and point to the fact that these clubs are nowhere to be found on the non-conforming lists. All that means is that they haven't been submitted for testing. If a club conforms, it's on the conforming list. Just because a drivers is on the conforming list, it isn't necessarily conforming.
Designing and creating conforming clubs takes a lot of skill and attention to details. The limits placed by the rules are very strict and it only takes a tiny manufacturing discrepancy to end up with non-conforming clubs. Size isn't the lone parameter to take into consideration. With restrictions on club-face rebound for example (COR or Coefficient of Restitution) being affected by even the tiniest deviation in thickness of the driver face, tight controls in the manufacturing process becomes vitally important.
